US judge strikes down a proposed Federal Trade Commission (FTC) rule banning worker non-compete agreements. U.S. District Judge Ada Brown in Dallas ruled that the FTC lacks authority to enforce the ban, calling it “arbitrary and capricious.” The decision, made on Tuesday, halts the rule's planned September 4th implementation. FTC may appeal. FTC's Victoria Graham stated, "The decision doesn’t prevent case-by-case enforcement."
